1. рука не налегает на кого s.o. lacks the resolve to hit, beat, or kill another: у X-a на Y-а рука не поднимается ≈ X can't bring himself to hit (kill etc) Y; X doesn't have the heart (doesn't have it in him) to hit (kill etc) Y; X can't lift a hand against Y.

2. Also: РУКА НЕ НАЛЕГАЕТ/НЕ НАЛЕГЛА obs [used with the infin of another verb]

⇒ s.o. lacks the resolve (to do sth.):

- у X-a рука не поднимается сделать Y ≈ X can't bring himself to do Y;

- X doesn't have the heart (the courage) to do Y.

     ♦ ...Обезображивать такого красавца, как [веролюд] Каранар, - прокалывать ему ноздри... - [у Едигея] рука не поднималась (Айтматов 2). ...То spoil such a handsome beast as [the camel] Karanar-to pierce his nostrils. ...Yedigei could not bring himself to do that (2a).
